need help running the game at full efficience

i please need help running this game without problems with scrolling.

I took your advice and put the graphics in the low res mode but it still sticks when it scrolls. I do have an older machine but anything you say to help enhance the speed of the scrolling will be appreciated. I am computer ille\iterate so please go step by step and use small words ;)
My stats(try not to laugh too hard :)
1800+ xp athalon
1.46ghz processor
512 mb sd ram
8900 radeon graphics card 128mb

Sound is fine on the game, help me increase the performance(I was able to play Doom3, how to play this game without lag scrolling?

I've been messing with the scrolling as well, my computer is a 2.1 and the scrolling is highly annoying, I've been reduced to using the mini map to locate units and move around, not a the greatest answer, but almost makes the game playable.

I have a 866Mhz PIII with 512Mb of RAM and a 32Mb video card here which scrolls smoothly in low res mode. I can only recommend the following steps:

Make sure you are in low res mode (exit, restart, check settings)

Close all background programs that might slow it down (I had a virus scan start in the background once and thought the game had crippled itself). You can google for a program called EndItAll that might help you with this.

Turn off Rough and Winter region graphics if you have them enabled.

Use only one set of Western Allies icons, whichever you prefer.

(This one is important) Turn off any forced anti-aliasing or anisotropic filtering that you have your video drivers doing. With some drivers, the forced setting can interfere with the game. If your driver supports "application controlled" for these, set it there, otherwise set it off (or create a profile for GGWaW where these are off).

If you do all of that and it's still slow, we would have to dig deeper into your system specs.

I don't know how to do this, can you tell me?

Example- say
1)go to start,open control panel
2)in control panel click this or that or this or that,etc.

The game is awesome, I have some lag here and there but mostly everything is good. Of course except for the scrolling. this makes the game not as fun to play as Japan. With Germany, everything is condensed, Japan is spread out when I want to position ships and come back to see whats going on with China, too much lag to the scroll. Anyways any help is appreciated.

It varies sometimes from driver to driver where they are exactly, but you should be able to find those settings by going into Display in the Control Panel.
