Finland to Karelia

Can someone please help a newbie? I am playing as Germany in the shortest campaign (1943-1945) and am trying to move my troops from Finland to Karelia. Every time I do so, the computer says "illegal move", even though I don't think either Finalnd or Karelia are frozen at this point. In fact, much of the Soviet Union is a different shade of brown than that which contains Moscow, Kursk, etc. Why is that? I thought the shade of each power only changed to reflect frozen zones. Any help would be appreciated.

Finland is still frozen.

Hover the pointer over the units in Finland and you should see the report "100 Finland, Politically Frozen, Rough Terrain ..." (bold emphasis mine).

If Germany takes Leningrad, Finland can go on the offensive into Soviet territory. Otherwise it has to defend itself only.

So it sounds like the manual is wrong, then? On page 113, under Campaign III, it states that "The Eastern Soviet Zone is the only remaining Politically Frozen zone in the game". Campaign III starts in Spring 1942, and thus I assumed that by the beginning of Campaign IV, which starts in Summer 1943, that would still hold true. Are there any other frozen regions, other than Finland and Eastern Soviet Union, during Campaigns III and IV?

Also, is the difference in shading between Moscow, for example, and Karelia, due to the rough terrain? I have the high quality graphics checked and the rough terrain graphics checked, but don't understand why some regions are shaded darker than others. For example, why is Northern Italy shaded darker than Yugoslavia when they are both part of the Axis and both rough terrain?

I didn't re-read it, but it sounds like you are right and the manual is wrong.


There's really no visual difference between rough and non-rough terrain, except sometimes there are more of those mountainous bumps on the map in the rough areas (but sometimes not, look at Western Kazakhstan). I'm guessing that the difference you notice between Moscow and Karelia (Moscow looks a little darker to me) is just because Moscow is a smaller territory, and the 3D texture/shadow of the map along territory borders has more of an impact for the smaller territory.

When 32bit graphics is selected you will be able to turn on the "show rough regions" check box. Also the "show cold regions" is enabled under 32bit graphics too. If your using 16bit graphics selecting these 2 boxes will have no effect on map appearance. I added 2 pics to demonstrate this effect. As you can see from the pics the effect is not subtle. I personally don't use them 2 options since I think it makes the map look ugly. I prefer the clean map, and just use the pop up window to let me know if its rough or not. If you come to the same opinion, I suggest you run the game at 16bit because it will save you ram. Selecting 32bit is only useful if you use them options.

Here is the map with "show cold regions" selected too. Notice the bright white around the borders. This is to annoying for me so I never have it on.
