Transport bug ?????

I have noticed that in the early moves, some but not all the WA transports can move more than 7 spaces. Specifically, after setting up the trans in the usual way on move 1 to connect Aus to Afr, to US to Eng, I was able to get 20 tra into the C Med on move 2. That is 40 landing points or 8 units. Alternatively I could get 18 into the N Sea. With 2 inf, 2 art, AA in the Neth, it was defeated by the WA on move 2.

Surely others have experienced this situation, yet I don't recall it ever being discussed.

I am currently running 1.08 but I recall noticing the problem with 1.04 as well.

Transports have always been able to move for no cost over other transports that have not moved. It makes for easy shuffling of shipping assets and was intended.
