I'm about 99% certain that vichy collapse triggering pro-axis USE effects is a bug. I mean, it's essentially similar to the aligning of a minor because someone from the other side DOWed it, and you don't roll USE for say, the British aligning Poland.

Isn't it 2 per shipyard per turn? I thought if you only spent 1 per shipyard, say you built a single cruiser, you didn't get anything, only the "second" BP got saved.

Yes and yes. It's a pretty common tactic to have lots of fighters and naval air intercept them to cover convoy points in the 0, even if the attack is only from submarines or surface ships.
