I like to build factories in Richmond and Petersburg. Those should the last places to fall, and you'll need the supply they produce in the late game as the rest of the south falls under Union control.

If your opponent puts a fortress in Baton Rouge, with a bunch of heavy Artillery, New Orleans is tough to take.
Even if you can get in, you'll be out of supply untill you take out the guns in baton rouge.. (I found that out the hard way)

Yes, if one wants to avoid a blitzkrieg just put enough troops in an area to avoid an overrun. Then it's gonna take two months to advance, one to win the battle and another to build depots. A pretty slow slog, 2 months per region.

I don't know what the rules say, but it seems if units have more movement points left over they engage sooner.
