are you using VISTA? if so you need to give admin rights to allow running of the setup file.

how is the security system for preventing/announcing replaying of PBEM turns implemented?
Is there a hot key to check the # of times a turn has been reloaded and are the PBEM files encrypted now?

Seems Vista changes the OOB and OBX files, thus making hard target/armor ranges ZERO for ALL units
