The reason you dont need to do it is because you can get most of their resources anyway via trade as long as you have a transport nearby. Sometimes the allies will get some trade when they supply russia.

To answer your related question, always move your transports first the move units. Otherwise transports get fixed in that location and also cannot give the free movement to other transports.
