Actually, you can base helos on aircraft carriers but you need to trick the editor and use the naval aircraft icon. However, they are of limited value. They do not really have anti ship capabilities and of course, there are no submarines or ASW.

the scenario is greater than the upload limit. It can be found at Rugged defense (GC Europe-Middle East 1988 v1.0.sce) or I can email it to you.
