READ THE GAME MANUAL.

It will tell you that heavy fleets need 5 supplies to move, light fleets need 3, and carriers need 4 ( or if they plan to fly aircraft, 5 ).

You bring up a good point about Malta, and what you describe is most likely a bug, because air units should be able to op-fire from all islands, including Malta.

The computer can be beaten ( even if you are playing on a harder level ), but if you try PBEM against a good human player, you'll end up having to face the music. [;)]

I agree that the version discrepancy is likely your problem. However, it could just be a weird program fluke. Check to see if the error is repeatable.
