I don't want "no water" - I want water - but I don't want tiny little islands all over the place. I want 5 or 6 large continents and then some smaller islands too if necessary.

The "land map" does not mean no water. The "no water map" means no water.

No, I've used the action cards to denote placement of my reinforcements, but that seems to be the only thing I can do. I never receive any other reinforcements (other than the aforementioned three rockets per turn).

It can be a bit long on larger maps...I simply read a book while I'm waiting for the AI to make it's moves. Keeps my time enjoyable.
