Historically - if a small group of camels and motorcycles captured Alexandria, then these units should be included. If not, then these units have no place in the OOB.

Historically the French had problems from top to bottom and everywhere in the middle in 1940. To pick one issue, they weren't as mobile as the handful of German divisions that broke thru at Sedan.

Isn't this why the 'Overextended' status was created? If I understand it, if this setting is used correctly then units such as those depicted above would decline in strength and evaporate after a few turns.

Wiki says berserkers (Old Norse: berserkir) were Scandinavian warriors who were said to have fought in a trance-like fury, 'furiously violent or out of control'.

Doesn't really appear that way when setting TOAW's PO to Berserker :(

Or will it just do some limited, uncoordinated attacks non-stop?
I think that is the general idea. I like working the PO and in the past have put efforts into other scenarios to create operational pauses and offensives, but not in this scenario. Maybe in the future I can have a go at it.

Assigning Objective #1 to the target hex seems like a good idea, I’ll file it away for future scenarios.

In desperation to force the PO to make a D-Day invasion in a Normandy scenario, I did this:

Created 'assault' formations made up of units with the Guerilla secondary icon.

The guy that made the D21 map made a tile labeled 'Wilderness' to represent the boreal forest that Wiki reports covers most of Finland. Because 17.9.4 is describing Event Effects, so it's not necessary to add extra verbiage indicating that. But we could indicate the action of the event, such as 'The event can change the value, not add to or subtract from it'.

The term Sealift Capacity could also use some change or clarification. As Bob points out above, it is listed as Sea Transport Capacity in the Theater section of the Situation briefing. The term 'Sealift Capacity' is nowhere else in the manual, and the Editor Manual gives us this gem:

In an effort to make it clearer, perhaps the following addition:

Land units must be Embarked on Ships [represented by Sea Transport Capacity] to move by sea.

I read 11.4, but it doesn't help me ... Often hard to find answers in the manual.
