Trying to install this but it says my game is not installed...

This is where it is located on my computer...

WHat do do with installer? I tried as ADMIN

Is this stand alone OR like Afghan 11 buy and it shows up in steam?

Bought a physical copy as well, but was ready to go with a download and now it stops about 16% into download and times out?????
