thanks, appreciate your taking a look. I realize this is old and also possible unfinished. I'll give what you suggest a try but also may just look for a different scenario for now.

So in theory would the hope be if I open in the editor and save it will be updated to TOW 4 and then I can see if that fixes the issue? Trying to understand the weather events would be well beyond me.

Was this resolved?

Just had something similar with Romanian oil to Italy being blocked after I invaded Yugoslavia in Oct 39.

Hoped would unblock after Yugo surrender but has continued.

Feels like there should be a minimum gain applied, not simply a percentage of the amount to be gained.<br/>

If effectiveness = 50% and get 30% gain that 50*.3 = 15 gain.<br/>

But if effectiveness = 89 you only get 11*.3 = 4 ...
