Avanced tactics...Axis & Allies Scenario

On my version UK, US, Germany & Russia do not have "cards" which allow new units....only Japan does. Is this a problem that needs to be addressed with a patch or is this part of the scenario? Please advise.

Advanced Tactics: Axis & Allies

My version of this has absolutely no "cards" that allow units to be built by the US, Russia, UK, or Germany....ONLY JAPAN!!! Is this a "bug" that needs a patch or do these cards become available later in the game?
