Avanced tactics...Axis & Allies Scenario

On my version UK, US, Germany & Russia do not have "cards" which allow new units....only Japan does. Is this a problem that needs to be addressed with a patch or is this part of the scenario? Please advise.

With Germany, the US, and Russia, you have to designate which unlimited arrival hex the units will arrive in first before the cards appear (e.g., the Soviets can send units to Leningrad or Russia).  You should not have this problem with the UK.  Make sure you are using v3 that should be included in latest patch.
