Another use: Escort of crippled warships. The HDML would slow down most ships because of the frequent refuellings, but 1 hex is always possible. So if a ship can't make more than 1 hex per phase because of damage, there is no negative effect and you don't need DDs for escort.

This would have been my first thought: I have minus 64k supplies? Ok, let's go to SF and load 64k to be empty again. Maybe I did too much math in the past [;)].

Just curious: When you loaded the ships to 1800 - did it use 1800 supllies from the base or >65k?

But you still have to keep a fragment if you plan to rebuild a unit? It would be quite cool, if an empty fragment would appear at a home base (Tokyo, S.F., Aden, ...) if a unit was destroyed.

You should test if the tanks are really used from the pool by new units or units which receive replacements. I'm afraid these factories produce large pools to look at, but outfitting the LCUs still uses the vehicle pool, not the device pool (at least for Japan).
