No wonder those AR's weren't doing anything!

Ok I know that you can have AR ships in a port that help repair dmg done to ships. I know up to 4 AR's can stack in one port to help repairs. But here is the question. What type of TF do you make those AR into? Do they even have to be in a TF ...

I have always tended to play Japan first in any ww2 game as generally it is harder. Once i master that side I will play the allies but it is usually pretty easy by that point.
