I have played this game for a long time and I know that type 95 charges detonate above target in non coastal hexes,and Type 95 MOD 2 are effective in open ocean.
Lately though I have been getting combat reports of using Type 95 MOD-2 detonating above target.
Did I miss something?

So if I want to assign the best commander for a naval mission air unit (example Betties) do I pick one that has the highest "AIR" value or the highest "NAVAL" value?
