All commanders have a range of 8, regardless of their other stats. The 7 for Montgomery is his leadership rating, which effects how much he will raise the effectiveness of units under his command. You probably can't mod the range of individual generals.

All you have to do to force Russia to surrender is capture Moscow and Perm. They are like any other major power in that they will capitulate if you capture all their capitols. So throw everything you have at Perm and you're all set.

A unit will only be influenced by 1 general, the one with the highest leadership rating. So having Mainstein and Rommel next to each other doesn't do any good, and is a waste of Rommel. It's better to spread out your best generals to cover the maximum area.
