1941-1945. Which side do you want to play?

Looking for someone who is relatively new to the game (like myself). Willing to play either side in GC 1941-1945, random weather, no soviet attack bonus, no reduced blizzard.

I have followed the steps from the manual: 1) be in rail mode. 2) select an urban hex with a factory in it. However, in the city detail, I cannot see any options to move factories as the Soviets. Have tried this on multiple cities. It is turn 2 in my game
