Can't see Soviet Factory Evacuation UI

Can't see Soviet Factory Evacuation UI

I have followed the steps from the manual: 1) be in rail mode. 2) select an urban hex with a factory in it. However, in the city detail, I cannot see any options to move factories as the Soviets. Have tried this on multiple cities. It is turn 2 in my game

Evacuation now starts on turn 3.
