Cardiff not a port

Anyone know why Cardiff (in the Wales province) is not a port. There are docks there and you can build ships but they can never leave...

How on earth did Saxony ask France for protectorate status?
 
On the previous turn her attitude towards France was -500 or so, and in the +ve 1000's for Prussian and Russia.
 
Is it just pure lottery ??

It doesnt reduce province income, but apparantly does reduce trade income. I think the manual could be a little clearer on what the effects are...

yes in the current release they are supply sources, so unless you changed it they still will be presumably

if it were down to me I would make it so that you needed more ships than the gunnery rating of the province to blockade it... but i would probably make the effect slightly more severe too. I also would not allow blockading fleets to set the 'avoid combat' button.

doesnt seem to make any difference in the couple of tests I have run...

agree that it is odd that 0 strength fleets can blockade but it seems to let you.

Couple of row-boats still there perhaps?
