Player orders are ignored and the AI generates orders instead.  It appears to only last for the one turn.

Bug in Hotseat - AI takes over!

I've noticed that occasionally the AI will take over in hotseat mode if I click "no" when asked if I'm done giving orders after pressing the end turn button. So far I haven't been able to figure out what exactly triggers it, but I'd say this happens about 5-10% of the time.

It would be cheaper to buy an HQ from scratch for an allied nation and rail it over. I can see making it somewhat more expensive to curb potential abuse ...

Minor country HQs?

Is it simply impossible to restore minor country (Bulgaria/Romania) HQs once they have been used? Even with a pile of industrial points available (7 saved up for Bulgaria in my current game), nothing happens when I press the "Buy HQ" button.
