Automated base construction - quick Q

I've got just about everything in the automation options set to either manual or suggest, but it's still autobuilding research stations on it's own. Is there an option somewhere to manually control this that I'm missing, as I don't remember it doing this when I played last a year or so ago.

How does eliminating 2 pirate bases and having one surrender make my reputation 'dubious'? Last I checked, killing pirates was supposed to help your reputation, not make it worse. Shenanigans, I say!

Expansion planner bug.

In the expansion planner, if i change the list to "resource targets by your empire priority" The list comes up blank. Also, the demand for every resource is 0. "Resource targets by galaxy priority" and "potential colonies" still seem to work just fine though.
