Erik has stated elsewhere that DW 2 is in the works, but I seriously doubt testing will even start until next year.

Also, since this is supposed to be a whole new animal I'd suspect a longer test cycle than the previous expansions.

I believe resettle is one level higher than do not accept - meaning that not only will they not accept that race, but whatever's on the planet will be moved off as well.
