fixed bug where fleets sometimes move to top-left corner of galaxy when assign queued missions

I'm still getting this. I also had one move to the top-right corner.

I noticed that the rclick popup is something like "retrofit at nearest space dock" but construction ships don't get built from space docks, and ctrl-rclicking on a planet only gives the space dock option ...

that didn't happen to me - colonized a Ketarov independent world as humans, ended up with better spies +33%
