there was some kind of bug early in the game resulting in huge ai interception fleets. make sure you updated the game.
if you play the ai it may makes sense to cheat a little: look where his air bases are and do some attacks on them on the first turn.

the game is really well balanced. a good axis player will make you run. a mediocre axis player against a capable soviet defender will stall soon. the game is absolutely winnable for the axis

i currently play Olivier as soviet player. great to see this and to be able to compare. in our game we got sunny weather until July 16th... and here he has mud already on turn two. lucky guy. how is the airway? did the soviet make some sorties or interceptions?

reassigning units cost pp and command points. i think it costs readiness too. i am not sure if it is worth all those penalties.
