I invite to try "very many pirates" on Extreme and see them making >1000ships in 10 years. Is like playing a tower defense game, you just hold until they overwhelm your colonies and kill the population on raids.

i only play on hard, very hard and extreme. On extreme I tend avoid, after that last patch, as pirates went nuts with thousand ships in 10 years of game...

Tech focus is essential in early game, the only diff is that i first do that with weapons, to get starfighters, than i move to energy, research shields, energy collection and only them to warp bubble generator.

Today i set a smuggling mission for caslon on my homeworld, after 10000 delivered for 13300 credits not a single penny were taken from my state account.

Question is, who is paying the smuggling missions bill? The private sector?

Elliot, in the save game i have i played for 3 years without spending a single penny on ship maintenance even after building a lot of military ships.

I found that the issue was related to order the retrofit, wait for it to start, save, quit, and them reload the game.

Also I have the impression that the issue have a secondary relation with the use of the game editor.

Dont know if anyone agrees...just my 2 cents...

The problem is that the AI is stupid, it always get out of steel, gold and/or caslon and poorly uses it fleets...

Without resources the AI creates huge build quees with hundres of ships and cant spend all the money...shame for late game.

Scrapping anexed sships.

I noticed that after you annex an enemy empire the AI tend to scrap the extra ships, specially in private sector. The thing is that each ship give a tech bonus, even if that ship is totally low tech and that greatly bump the player, a clearly exploit.

I love pirates, very usefull stuff which give more life to the galaxy. Legendary pirate factions are specially challenging on early and middle game. My only suggestion is to greatly reduce their bonus by destruction so players cant farm them for tech.
