If you play the Server based MP game (pbem+) you don't have to, as it is uploaded to the server. If you use normal pbem you have to send him an E-mail.

Yes. The reason for the brigades being 50 NM is that supposedly the Soviets were better at handling smaller units. When you form divisions out of them, the Soviets shouldn't be suddenly able to handle big units better.

They can't be new ones, as new ones are frozen for a few (2 or 4?) turns and you are just at turn 3.

You didn't fight enough in summer. It helps to get some of them into winter with 3-4 wins.The south is a good place for easy soviet wins with the good units already there.

There is something about about the cv value of weapons at the end of the manual. There is something about the units in the war room. Also, why don't you just build 1 of each in a test game and have a look?
