Yes. The reason for the brigades being 50 NM is that supposedly the Soviets were better at handling smaller units. When you form divisions out of them, the Soviets shouldn't be suddenly able to handle big units better.

The third one is built back as all destroyed German units. When it is ready you can recombine the division.

They can't be new ones, as new ones are frozen for a few (2 or 4?) turns and you are just at turn 3.

Old AAR's are saved. You can go all the way back to 2010.

You didn't fight enough in summer. It helps to get some of them into winter with 3-4 wins.The south is a good place for easy soviet wins with the good units already there.
