Pardon the long delay, and sorry I do not know your answer. However, what really got me thinking was the “why” regarding the restriction.

Your answer is No. But really, you have a non sequitur with your 9999 question.

First, what you referred to as the Arrival field is actually called the Delay field. It has 3 options:
