I am not sure that there is a maximum distance as such.

Tourists tend to go to nearby resorts with scenic bonuses and colonies with larger populations generate more tourists to travel. Closer colonies means that your passenger ships can make more trips in the same time.

The ice planet with the scenery bonus, yes. Might wait a bit if you already have better locations or if not much population (yours or others) nearby.

At a monument, probably not. (If the desert moon is roughly 70%+ quality it would make a good colony though.)

The Ketarov are nearly always the early tech leaders in my high tech cost games. They don't come back to the field until most of the galaxy catches up with the pirates.

Do you have a colony to build them at? Unlike other ship types construction ships (plus resupply ships and colony ships) must be built at a colony. Usually it takes a long time for pirates to enable these.

Have you tried permanently firing Strength in Numbers for all races? It's a bit clumsy but that would at least give a taste of gameplay where smaller ships have cheaper maintenance...

The cap for gases is 4x that for minerals. Otherwise extraction rate depends on the number of mining engines and the mining tech level.
