Looking through the change logs I assumed that the fixes and improvements applied to all the JTCS games but are they actually only for WF? If not, why is there reference to updates for EF and RS in 2016?

Two questions

I notice that occasionally an exclamation mark appears next to a unit, what does this mean?

Also, can anyone explain to me why there is a British Artillery Doctrine modifier in the game, does British Artillery find its way to the Soviets at some point?
