Well it is definitely not normal to have tanks at level 3 prior to Barbarossa.

It can be quite easy to take the big 3 cities in 41, depending on what you built of course. No need to add mobility to your corps or armies. Tanks, Mech, Air and HQs are the keys.

Regular CVs no. Escort CVs are good sub killers.

If you take Algiers and Paris on the same turn then you get all of France. No need to create Vichy or declare war on Vichy later. Also, you will most likely get Spain to join Axis as well.
