Have you researched larger construction? Colony ships are big because of the colonization modules. The inability to build certain bases argues for this as well. Check the bottom part of the Energy research section.

Just bought and downloading now. Looking forward to giving this a try now the we can do fun stuff like capture ships/stations, upgrade stations and the pirates have gone from annoying flies to something awesome.

I think the issue of trading with foreign empires is that they essentially come in and buy up all your stock so you have trouble refueling ships, building bases and ships and keeping luxuries on hand for your colonies. This would be especially annoying in the early game.

You could go into a new game, open the policies then save it to file. That would make sure everything that can be saved will be. I think you can even save a custom file name in whatever folder you want.

Start out with DW Extended to get them in the game. Then if someone wants to add them to a larger race expansion it's totally doable.

You know that's an interesting idea. Unless the game only checks ones per resource I'd say it's likely you could do this. Easiest way is to test it yourself though. Use a common commodity like steel for your test, give it 2-3 effects and see what happens.
