Will the discount require us to enter every serial? I'm wondering because I don't think I have all my serials at hand anymore and I'm not looking forward to digging through my pile of more or less important notes, that thing has grown to a considerable size over the years.

Even if your planet has 300 construction speed I'd still go with the construction ship simply because using up all the planet's resources to build a base would get you those massive resource shortage penalties.

I find the AI is pretty terrible at researching things so my guess would be any race that doesn't have fighters as tech focus just isn't going to go down that particular tree far enough for carriers.
