The only sub which can carry a sizable number of troops is the Jimmy Carter SSN23 a specially modified Sea Wolf class sub(actually a unique sub class),because it has a 100ft mission modulo inserted in the hull so it can carry 48 seals and deploy them on missions

If he had several units in reserve then when you attacked, the reserve units switched status from reserve to combat adding each unit's av to the total av thus increasing his av for that battle.
