I read in the description of the game that it is possible to load personell into a submarine. I had no problem to imagine that the seals for example exit the sub using an sdv docked on the submarine. However i can't find a way to load them in the sub. When i click to edit the cargo for it it says that the unit is unable to host cargo. Am i doing something wrong? I couldn't find any answer online.

Don't think Command supports cargo in subs yet. For now you can use a lua event.

You can't load cargo on subs but you can have docked boats (e.g. SDVs) if the unit has a dry deck shelter (DDS).

The only sub which can carry a sizable number of troops is the Jimmy Carter SSN23 a specially modified Sea Wolf class sub(actually a unique sub class),because it has a 100ft mission modulo inserted in the hull so it can carry 48 seals and deploy them on missions
