There is one thing that the AI is able to do as Belgium that I cannot do on balanced or the AI starts the game with more units. On the very first turn Belgium is able to move for AI there is one more garrison unit in Antwerpen.

I've seen the AI do this, but it usually ends up in disaster for the AI unless you have left the area empty. If the landing party can't capture a city they are immediately out of supply and are very easy to eliminate even with simple garrison.

Balto is being too modest, he is very aggressive attacker. Im having real trouble on several fronts. Can't really try anything else than plug the holes on the lines.
