As a German player, I'll probably pay more attention to the Russian manpower factories in the future.

With this endless influx of Soviet troops, the German player has their hands full.

Does it apply to both equpment factories and arament ones?

The more I learn about production system and evacuation the less I am motiated to play this game.
It really removes incentive to defend forward. I have to say I am disapointed.
