They work for me. What type of pirates are they? I believe only standard and mercenary pirate factions do those missions.

I am not actually sure what you would do for this in terms of gameplay. Facing and blocking attacks with the 'wedge' were the key parts in HH and you really can't do that at all in DW.

There's a flaw in the game that lets you locate legendary pirates just by clicking on systems and seeing if their port shows up in the box on the lower left. You can usually figure out their rough operational area by observing them, then its just a matter of guesswork.

what's your private sector's income vs expenditures and cash-on-hand? it can only buy things it can afford. 10-15 mines could be crushing their budget, especially if they are upgraded with lots of defenses.

I think that option turns off other empires being able to purchase from you. I don't think there's any way to turn off purchasing from other empires.

90,000 a year is a lot of demand! Do you have lots of unfulfilled requests in your empire?

Small/large doesn't matter as much in this game, as obtaining victory depends more on filling victory conditions than controlling the whole map.
