Scenario Editor: can I choose the year?

Caveat: I still have to fumble with the scenario editor. However, I see that the various OOBs are labeled 1980-89. Does this mean that I can set a scenario in 1983 with the correct equipment for that year?

I disagree with the emphasis on working on the game as is. Improving convoys will not get us sales, and sales are the only way we keep our game.

Everyone around me is surprised by how bad Italy was. I'am not. Italy did play in this tournament for about 20 minutes, when we scored twice against Albania. Then we stopped playing. Literally stopped playing.
