I would take a look at the supply receiving value and the supply distribution value of the HQ, as it receives a value which it converts into its distribution value.

There's a table on page 161 of the Manual that shows the conversion rate.

Editor -> Campaign -> Country Data -> Edit Resource Values is the path.
Here you can modify the MPP value per display strength point, the max display strength, national morale value and scorched earth damage limits.

These scripts should get a country to surrender, but they won't transfer territory, as that is the functionality of SURRENDER_2 scripts. So hopefully using one of those will get things working for you, and enjoy the cooler weather!

Is this when editing one of the official campaigns, i.e. turning it into a mod?

If so, there is an issue with three scripts that appear to have become corrupted in each campaign.

I believe this only affects modding as you are doing.

Correct, it is the loss of Manila alone that has triggered the National Morale script. I will change that.

Just to clarify:

The wording Alternate/Industrial signifies that Davao is an Industrial Center, and also that if the original capital falls, it will be an Alternative Capital.

If the railway is in one side's hands, it is for the other side to capture that railway. Otherwise why should rail movement be automatically prevented?

In the other thread you have argued that a unit can land via a port into an enemy held hex, while in this one your argument appears to be arguing ...

If the hexes containing the rail line are in enemy hands, then they can use it for operational movement, regardless of units placed near the railway - if they don't control the railway hexes, then they aren't close enough to interdict the railway traffic.

If there is no enemy unit in the hex, then the landing unit can advance unopposed into that hex.

Yes, there seems to have been some corruption affecting literally the same three scripts in all campaigns. I do believe this will only affect the process you are doing, i.e. of taking the campaign and making a copy of it.

Hopefully we can get that fixed soon too.
