If this is a game vs. the AI, how comes it did not end at turn 97?
In any case the delayed end should cost the WA 100 VP per turn, so this will be an Axis Minor Victory.

Place a Rail Rapair Group on a damaged rail hex adjacent to a repaired one, click on "RRC 1" in the low right corner of the unit image, then move one hex and repeat until "RRC 1" is no more shown, but only "RRC -" (that means no more Rail Repair Capability).

the Red Army is 5 hexes ahead of historical advance ... with that situation you are going to lose Berlin quite early.

The question for me is not why the AI didn't attack to releive the encircles units, but why arrange a defense line so far from enemy, instead of holding the line at side of Bolsena Lake.

In my experience there is no chance to reduce WA Landing capability, as after the landings in Italy there is no opportunity to cripple WA fleet for many turns (unless WA wants to invade France early.
WA has therefore ample time to reform its fleets before D-Day, imho.

Iirc replacement rate is 6 Troops and 30 Cargo ships per turn.
This means finally that it's almost impossible for Axis to spoil the WA carrying capacity, unless the WA player Leaves its fleets at sea without reason.
