If a group does not refuel properly when ordered to, it IS broken.
If there's a way to work around the issue, that does not mean there is no issue.

I tried the same mission and pressing "refuel (if possible)" will have lead plane of the group to approach the tanker and successfully refuel, but none of the other planes in the group will.<br/>
