Does the CEP gunnery model assume a zero or nominally sized target?

If yes, a gun with a 5 meter CEP would probably still hit a good size building even with a "miss."

Good question on the target size modifier. I've had offshore guns miss buildings by a hundred meters, even after multiple salvos.

Is there any modifier for gunnery getting better after multiple salvos? I'm thinking the classic bracketing shots.

I have seen Illumination vectors (broken red line) in the game from time, like with an LGB. But I haven't seen the Targeting vector broken green line.

Can someone explain the difference between a Targeting and an Illumination vector? When would I see a Targeting vector? Thanks!
