Ship stances

Just to clarify, if I set a ship stance to, for example, defend the sector around it's home planet, do I also need to put the fleet on autopilot, or is just setting the stance enough to make it defend the area?

Diplomacy Information

I cannot find the answer in a search or the in-game wiki.

When you open the diplomacy screen, it shows the names of all the empires down the left side. Behind the names is a colored bar of differing lengths. What does that represent?
