Facilities Maint - Can you reduce it?

As the topic says, can you reduce facilities maint through a skill or some other method? I cannot see a specific reduction of facilities maint cost, just base maint for civ and mil.

Also one last question, can you make the ticking message box any bigger? so it gets say 5 or 6 lines not just the 4? and can you make it wider?
