AFAIK, all the functions for what buildings can do (eg. trigger event x/y/z, +% bonus to a/b/c, etc.) are hardcoded and just limited to whatever is available inside facilities.txt file. So unfortunately, pop quota is the only way to trigger manufactured resources atm.

The pirate start preqreq is just any listed resource flagged for fuel, so not a bug, but can be very inconvenient in most circumstances.

It's also that aspect of anticipation. You're limited with what you can do during this time as far as affecting the large-scale, so you innately become more focused and more involved on the things you can do.

Yeah, just abuse strike craft. Standard templates barely have anything in the way of point-defence and even basic bombers have like 75% evasion.
