the ones in the saved game above cernauti and right were taken by rumanian cav. only the hexes in rumania can be attacked or groundstriked. these hexes taken by rumanians against RU should be rumanian only. then russia would be able to take them back.

ok i got one to go next to belfast. though i tried that. then it went into others come in next turn. must only allow one per city. i am of to battle again. sorry to bother.

they are not popping up after declare war on minors. I have probably gone several turns without them showing up and just notice it. I am sure I would have had to clear the three minors for German but didn't. I think they just started to not show up.

had some for Germany and Japan. I don't think I hit the clear. how do I get them back.

Suicide ship attaching German convoy got locked in the Baltic when Denmark was taken. If there isn't a port for the ship to go to it is destroyed. Doesn't ask and can delete it.
