Yes, that’s the one. I forgot about HOL fleet ending up blockading London while the BR fleet stayed in the sea zone.
Occasionally there is some battle with only BR (intercepting) fleet strength visible and HOL takes losses which are not possible to take as there are no HOL fleets so the game hard ...
